The most common cause for this error is invalid Regional Settings. If the time format is not set to a windows default type, the database is unable to determine when changes are being made, resulting in the exception.
Verify/Change Regional Settings
- Access the Windows Run window by pressing the Windows key and R key on the keyboard.
- Alternately, you can use the search feature on your taskbar.
- Type "intl.cpl" without the quotes.
- Click OK.
- Click Additional settings.
- In the Time tab:
- Verify the Time format is set to "h:mm:ss tt".
- Verify the AM symbol is set to "AM".
- Verify the PM symbol is set to "PM".
- Verify the location is set to "United States".
- In the Date tab:
- Verify that Short date is set to "m/d/yyyy".
- Verify that Long date is set to "dddd, MMMM dd, yyyy".
- Click OK.
