How do I file 1099 forms on paper?

1099 forms can only be filed to the IRS on official pre-printed forms. The 1099 forms will need to be filed with a 1096 transmittal form that summarizes the 1099 forms that are being sent at the time. The 1096 must also be sent on official pre-printed forms.
